Technoscientific production models: public institutions as catalysts of development and technological innovation

Abstract
Being “production in research and development (R&D)” a fundamental part of the world economy, and innovation one of the growth engines of developed countries, this work presents – through the example of the aerospace industry – an analysis of the production models that have been implemented in Mexico such as the “Triple Helix” (THIII). The analysis of the results will show that, despite being one of the fastest growing sectors in the country, this industry has not managed to become autonomous and innovative, limiting itself to supplying and manufacturing products for foreign companies. The implementation of an alternative production model (Quadruple Helix) will be proposed, in which the end user of the products (customer) has an active participation in projects that seek to develop customized products the government itself, through public institutions, being the only client with the capacity to become a true catalyst for innovation and development of the aerospace industry in Mexico.
